Drivers without a license may still be able to obtain an auto insurance policy through a carrier which accepts certain exceptions such as out of state or international licenses, permits or foreign license such as the common "Matricula" issued by Mexico. Other situations may include a suspended or restricted state license where an insurer may issue a policy pending licensing through an SR22 or other.

Each carrier has their own set of guidelines which they follow and although some companies will insure individuals who are not licensed, have international licensing or have a Matricula Consular issued by Mexico and other South American countries, consumers should be aware of the policy details in order to prevent policy cancellations or declination of coverage.

For example, if an individual has had their license suspended for operating an automobile without auto insurance, they may need obtain proof of coverage to have their licensing reinstated; in some cases, insurers will require these motorists to prove that they have become licensed within a certain timeframe. Other companies may accept those who are licensed internationally or have a Matricula Consular as sufficient proof of licensing while other providers may require foreigners to obtain a domestic driver's license within the term of the policy or at time of renewal. One must make sure that the guidelines are fully understood in order to comply with the insurer and avoid a cancellation or non-renewal.
